PAVE scheme in Pakistan: how the e-bike and e-rickshaw subsidy works

By PakNEVs 2W/3W Desk · Checked against the portal on 7 November 2026

PAVE is the government scheme that gives buyers an upfront subsidy on approved electric bikes, scooters and three-wheelers. You apply only on the official portal, pave.gov.pk, and places are allocated by e-balloting.

  • 18 to 65

Age range for e-bike and scooter applicants

  • 21 to 65

Age range for e-rickshaw and loader applicants

  • 1 vehicle

    Per person. One application each

  • 25%

Of the e-bike quota is reserved for women

Who can apply

  • Pakistani citizens, including residents of Gilgit-Baltistan and Azad Kashmir.
  • Fleet operators may apply for rickshaws and loaders within set limits.
  • Only models approved by the Engineering Development Board (EDB) are offered.

The two payment routes

The portal describes two ways to pay.

  • Bank Lease. A partner bank contacts you, verifies your details and pays the manufacturer directly. The portal says delivery follows within 60 days of payment.
  • Self Finance. You pay for the vehicle yourself after selection. The portal mentions a 7-day window to switch to Bank Lease after a notice is issued, but does not say when notices are issued.

What the portal says about the subsidy

When we read the portal, its summary and Bank Lease steps showed Rs 50,000 for an e-bike or scooter and Rs 200,000 for a three-wheeler. The Self Finance section showed Rs 80,000 and Rs 400,000.

We cannot tell from the page whether the amount depends on the route or whether one set is outdated. Treat both as unconfirmed, and check the live portal or ask your bank.

The portal also said registrations would open on 1 September 2025 and gave no closing date. That text may be old, so check whether the current phase is open. Other websites that claim to show deadlines are not official.

Is it worth it?

An electric bike uses far less energy per kilometre than a petrol bike, but the saving depends on your electricity price and how far you ride. Enter your own figures in the electric bike running cost calculator, and see every model and listed price on the electric bike price list. For cars, see the car catalogue and the compare tool.
