What counts as an electric bike here
On the PAVE portal, every battery-powered two-wheeler sits under one "Two Wheelers" tab. 5 of the 58 are labelled "Electric Scooter" (all from Crown Benling); the rest are listed by model name only. We follow the portal and call them all electric two-wheelers, or electric bikes for short.
- PAVE: Pakistan Accelerated Vehicle Electrification, the government scheme for approved electric two-wheelers and three-wheelers.
- kWh (unit): the energy a battery stores. It is the same "unit" your electricity bill counts.
- Lakh: 100,000 rupees. Rs 2.5 lakh is Rs 250,000.
The portal also has a separate Three Wheelers tab for rickshaws and loaders. This section covers two-wheelers only.

What it costs to run
Energy cost per kilometre is petrol price divided by your bike's mileage, against electricity price multiplied by the electric bike's energy use per kilometre. Here is an example with stated assumptions, not a promise:
- Petrol at Rs 346.00 a litre (notified price, 2026-11-07) and a petrol bike that does 40 km per litre: about Rs 8.65 per km.
- An electric bike using 2.6 kWh per 100 km with electricity at Rs 50 a unit: about Rs 1.30 per km.
- At 600 km a month, that is a difference of roughly Rs 4,410 a month in energy cost.
The mileage, energy use and electricity price are examples. The 2.6 kWh figure comes from one PakWheels listing (2.3 kWh battery, 90 km claimed range), and real use is usually higher. Put in your own numbers.
Before you buy
The PAVE list gives maker, model and price. It does not give the details that decide whether a bike suits you, so ask the dealer for the brochure and check:
- Battery type and size in kWh, and how long the warranty on it lasts.
- Claimed range and the conditions it was measured in (eco mode, rider weight, speed).
- Charger and charging time, and whether you can charge where you park.
- Service and spare parts near you, including who repairs the battery and controller.
- PAVE eligibility of the exact model, and the final price after any subsidy.
The three makers with the most listed models are United Auto Industries (United EV) (7), E Turbo Motors (6), Crown Benling EV (5).
Questions
What is the PAVE list of electric bikes?
PAVE is the government scheme that offers approved electric two-wheelers and three-wheelers to buyers. Its official portal, pave.gov.pk, lists 58 electric two-wheelers from 15 makers with a price for each. We read it on 7 November 2026.
Are electric bikes cheaper to run than petrol bikes in Pakistan?
Usually the energy cost per kilometre is lower, but it depends on your electricity price and your petrol bike's mileage. With our example inputs (petrol at Rs 346 a litre, 40 km per litre, electricity at Rs 50 a unit) petrol costs about Rs 8.65 per km and the electric bike about Rs 1.30. Enter your own numbers in the running cost calculator.
How far can an electric bike go on one charge?
The PAVE list does not publish range, battery size or top speed. Makers publish their own claimed range, often measured in eco mode in ideal conditions, so real riding usually gives less. Ask the dealer for the brochure and the test conditions behind the figure.
Where do I apply for the PAVE subsidy?
Only on the official portal, pave.gov.pk. Subsidy amounts and dates are not consistent across the portal's own pages, so check the live portal before you rely on a number. Our PAVE guide explains what we read.
Can I sell a used electric bike on PakNEVs?
Yes. PakNEVs classifieds let you post a free ad for an electric bike, scooter or car. Buyers ask about battery health and real range first, so include both.
