EV on-road price in Pakistan: what you really pay

By PakNEVs Policy Desk · Checked 7 November 2026

The on-road price is the ex-factory price plus what you pay at registration. For EVs in Punjab, the official excise page exempts 95% of the registration fee and 99% of the motor vehicle tax, but some charges, including advance income tax, we could not confirm.

What goes into the price

  • Ex-factory price. From the distributor. Some include freight and CVT, as the car page notes.
  • Registration fee. Charged by the provincial excise department.
  • Token (motor vehicle) tax. A provincial tax, paid at registration and every year.
  • Advance income tax. A federal withholding tax collected at registration.
  • Freight, dealer and documentation charges if not in the price.

What Punjab confirms for EVs

The Punjab Excise motor vehicle tax page states for electric vehicles: "95% of Registration fee is exempted" and "99% of Motor Vehicle Tax is exempted." For ordinary cars it lists the registration fee as 1% of value up to 1000cc, 2% up to 2000cc and 4% above. An EV has no engine size, so we show a range across those three brackets.

What we could not confirm

  • The effective date of the Punjab EV concession, which the page does not state.
  • The base the 99% motor vehicle tax exemption applies to for an EV.
  • Whether EVs pay advance income tax at registration. Sources disagree and none is official.
  • Sindh, Islamabad, KP and Balochistan EV rates. Sindh's official excise site was not available to us, and press reports are not official.

Rules change with each budget. For a firm figure, use the excise department's calculator or ask them.

Questions

What is the on-road price of an electric car?

It is the ex-factory price plus the charges you pay at registration, such as the registration fee, token tax, any advance income tax, and freight or dealer charges if they are not already in the price.

Do EVs pay a registration fee in Punjab?

The Punjab Excise page says 95% of the registration fee is exempted for electric vehicles. So you pay 5% of the normal fee, which is a small amount.

Do EVs pay token tax in Punjab?

The Punjab Excise page says 99% of Motor Vehicle Tax is exempted for electric vehicles. A budget proposal reported elsewhere for 2026-27 uses different wording, so check the excise calculator for your car.

Do EVs pay advance income tax at registration?

We could not confirm this from an official source. Rules for hybrids and EVs have changed in recent budgets, so check the FBR rate card or ask the excise office.

Why does the calculator not cover every province?

We only calculate what an official source confirms. Sindh's EV rates were not available on its official site when we checked, so we do not publish a figure for them.
